JP 9101 PH1 – Enhanced Defence High Frequency Communication System (EDHFCS) 

JP9101 PH1 – Project Phoenix is the Capability Acquisition and Sustainment Group (CASG) led enhancement of the Defence High Frequency Communication System (DHFCS), the in-service Australian Defence Force (ADF) strategic HF communications system.  

WHAT IS JP9101 DOING:

  • Upgrading and modernising the existing DHFCS mission and support systems 
  • Incorporating new technologies to enhance the quality and reliability of HF communications.  
  • Improving the interoperability of the ADF’s HF communication systems with hose of its allies and partners, ensuring effective communication in joint operations. 
  • Delivering the program in multiple phases with the first phase focused on developing and testing a range of new HF communication technologies. 

WHY JP9101 IS NECESSARY:

  • HF communication systems are a critical part of the ADF’s communication infrastructure, providing long-range communication capabilities in remote or austere environments where other communication methods may be unavailable or unreliable. 
  • The ADF current HF communication systems are outdated and require significant modernisation to meet the needs of modern military operations. 
  • The EDHFCS is needed to provide a secure and reliable means of communications between deployed forced, headquarters, and different branches of the ADF. 
  • Effective communication is critical to the success of military operations, and the EDHFCS will provide the ADF with a modern, robust, and interoperable communication system that meets the needs of today’s military operations. 

C2A Consulting contributed to JP9101 by: 

  • Leading the program through a variety of Mandated System Reviews (MSR)
  • Contributing to the development of Mission and Support system architecture
  • Taking a leading role through the Capability Management Gate Review (CMGR), Investment Committee (IC) and Gate 2 approval process
  • Leading the development and evaluation of the Request for Tender (RFT)
  • Leading contract negotiations with a new Prime
  • Leading the creation of the cyber security framework
  • Leading the transfer of responsibility of the DHFCS from one Prime to another
  • Leading the incorporation of a large-scale facilities upgrade to support EDHFCS, including mission system and facilities alignment
  • Maintained a good working relationship with the Capability Group representatives thereby allowing the program to push forward without undue delay
  • Leading the coordination of Fundamental Inputs to Capability (FIC) in support of the DHFCS and EDHFCS Acquisition
